What should a first Fennel seed PO pin down beyond price?

First order of Fennel seed. Beyond the unit price, what must the PO state?

Pin 99% purity, the packing dimensions with a photo, the inspection method and the document set (phytosanitary + CO). For Fennel seed write purity and pesticide residue as a numbered clause — it is the item that causes claims.
