What is the harvest window for Sweet potato, and how does it affect quality?

We are planning a Sweet potato purchase from Shandong and want to time it with the harvest.

The window is September-October. Inside the window you get the widest grade choice; outside it you are buying stored stock, and for Sweet potato the stored lot usually shows curing and storage rot.
