What is the harvest window for Barley, and how does it affect quality?

We are planning a Barley purchase from Gansu and want to time it with the harvest.

The window is June-July. Inside the window you get the widest grade choice; outside it you are buying stored stock, and for Barley the stored lot usually shows test weight and moisture.
