Three quotes for Dried Chili at "ASTA 60-120, 10-12% moisture" differ by 12%. What should we normalise before choosing?

Normalise packing cost, moisture spec and aflatoxin handling, inspection fee and payment terms. The cheapest quote usually excludes one of the four.
